CA Governor Davis signed legislation Sunday providing about a dozen rights enjoyed by married couples to more than 16,000 registered gay, lesbian and domestic partners in California. The bill lets partners who register with the secretary of state's office make medical decisions for incapacitated partners, sue for wrongful death, adopt a partner's child and will property to a partner. This bill is about responsibility, respect, and most of all about family - and it's about time" Davis said.Opponents label it as an assault on traditional marriage and family values. In March 2000, more than 60% of CA voters said taht marriage should be between a man and a woman. The bill, which goes into effect January 1, also allows an individual to relocate with a domestic partner without losing unemployment benefits, use sick leave to care for a family member and administer a partner's estate.
(CNSNews.com) - As soon as Vermont passed its civil unions bill giving homosexual couples all the legal rights of marriage, activists predicted that out-of-state couples who got "married" in Vermont would fight for legal recognition of their unions when they returned home to other states. That is now happening in Georgia. Two women who entered into a civil union in Vermont have gone to court in Georgia, saying they should be recognized as legally married in Georgia. One of the women has a lot riding on the appeals court's decision. A state court barred her from having her three sons visit her as long as she's living with someone who is not her legal spouse. If she can convince the court her partner is her legal spouse, she can see her kids. The woman's ex-husband argues that only heterosexual couples can be legally married in Georgia. A three-judge panel of the state appeals court did not say when it would issue its ruling in the case.

Homosexual partners of those who died in the September 11 terrorist attacks are now eligible to receive relief funds from organizations who, along with Congress, are beginning to redefine the definition of family in the United States.
Domestic partnership status has been watched closely in recent weeks. Congress voted overwhelmingly last week in favor of legislation that would allow the District of Columbia to spend local funds to establish domestic partner benefits, while the American Red Cross announced it would give benefits to homosexuals who lost partners in the September 11 attack.
"Red Cross is a neutral and impartial organization and we help people who need help. So, we don't help with regards to race, creed, color, religion and sexual orientation. We help people who need to be helped," Stacey Grissom, media relations associate for the Red Cross, said.
Other large relief agencies such as the United Way are sending donations to victim service organizations that in turn have indicated they will offer financial assistance to homosexual domestic partners, Gay.com News reported.
Matt Foreman, executive director of Empire State Pride Agenda, said his group had received commitments from several relief organizations to assist homosexuals who had lost their domestic partner in the attacks.
Foreman said while the issue of domestic partnerships is not new, the size and scope of the September 11 attacks is forcing relief agencies to deal with domestic partnerships on a whole new level.
"I think that one positive thing that will come out of this tragedy is that all of these relief organizations will have to grapple with this issue and come up with a policy to guide their staff," Foreman said.
Domestic partners still cannot receive government-funded relief in the forms of social security or worker's compensation, according to Foreman.
Rev. Louis P. Sheldon, chairman of the Traditional Values Coalition, said money should not be granted to homosexuals who lost partners in the attack.
"[Relief organizations] should be first giving priority to those widows who were at home with their babies, and those widowers who lost their wives," Sheldon said. "It should be given on the basis and priority of one man and one woman in a marital relationship.
"This is just another example of how the gay agenda is seeking to overturn the one man-one woman relationship from center stage in America, taking advantage of this tragedy," he said.
Sheldon said any money given to domestic partners could open a door for homosexual advocates to go to any court and call attention to the fact that relief organizations are recognizing homosexual relationships and traditional marriage on the same level.

A homosexual student activist at Harvard University told other students to deny their homosexuality when donating blood, according to the university's student newspaper.
According to The Harvard Crimson, Clifford Davidson sent an email to members urging them to circumvent Red Cross and FDA rules that prevent homosexuals from donating blood to the Red Cross. Davidson is a Harvard senior and leader of BOND, a campus homosexual student organization.
"On the Red Cross's form, you will be asked: 'Are you a man who has had sexual contact with another man since 1973?' This applies to many of you. You should lie," the Crimson quoted Davidson as having written in the email.
"The [FDA/Red Cross] rule is based on homophobic stereotypes," BOND member Fred O. Smith told the Crimson. "In this case, I don't think it is unreasonable to ignore it."
"The attitude displayed by Davidson is amazingly narcissistic and shows that he is unconcerned that his advice might result in an inadvertent spread of HIV into the blood supply in Massachusetts," Rev. Sheldon wrote in an October 2 op-ed piece. "A person who receives HIV positive blood is destined to die from it.
Knight believes Davidson's email represents a return to practices of the early 1980s, when homosexual activists tried to prevent screening of the blood supply for HIV indicators.
"The radical gay groups, particularly in New York and San Francisco, campaigned against the blood banks [when they realized] that they had a problem on their hands in trying to screen out homosexual men," Knight said. "They said it was just pure homophobia and because of that, the necessary screening regulations were delayed for some time giving AIDS a window to get into the blood supply, and tens of thousands of hemophiliacs who depend on blood transfusions contracted AIDS and died.
"Why would we be talking again about relaxing the policy when we have already seen the destruction it can cause?" Knight asked.
The American Red Cross said its policy is determined by Food and Drug Administration (FDA) regulations, which prohibit men involved in homosexual activity since 1977 from donating blood.
Page said the FDA decided to maintain the ban because it was not convinced the screening process was 100 percent foolproof.
"There is an opportunity for sample mix up or laboratory error," Dr. Page said. "Men that have sex with men are also at [a greater] risk for hepatitis B [than the general population], which can also be transmitted through a transfusion.
"The other issue is that relatively recently, in the last year or so, there has been an increase in the frequency of sexually transmitted diseases [among] men that have had sex with men, indicating that risky behavior is still continuing these days," he said. "We have to be cautious about relaxing a restriction when the infection [rate] seems to be on the upswing again."
NEW YORK (AP) - Asserting that more than 80 percent of gay students are harassed at their schools, an advocacy group joined with MTV to release a series of public service ads aimed at countering anti-gay sentiment among teens. The New York-based Gay Lesbian and Straight Education Network said the ad campaign is the largest of its kind on any television network, and will run at least four weeks, possibly longer. The first spot was timed to coincide with Wednesday's airing of "Hate in the Hallways", an episode about anti-gay bullying on MTV's new weekly documentary series, "Criminal". The 10-second public service ads give graphic depictions of harassment. In one, a male student finds a slur about his sexual orientation carved into his desk; another shows a lesbian student with a bruised and bloody face.
